7.4.3 Clauses beginning with the relative pronouns which or that

Example: The production was inadequate for us, which made Harold Powers angry.

Example: The procedure was recommended that would save us three hours a day.

Modifiers beginning with "who," "which," or "that" should be placed as near as possible to the words they refer to. In the first example I think that "which" might go with "production" or might go with nothing (be dangling). In the second example "that" clearly is meant to go with "procedure" and, thus, should be placed right next to it.

Rewrite: The production, which made Harold Powers angry, was inadequate for us.

Rewrite: The inadequacy of our production made Harold Powers angry.

Rewrite: The procedure that would save us three hours a day was recommended.
